Why is there so much cloak-and-dagger nonsense going on with the now -ex City Manager? Why is the City Attorney issuing stop-work orders? Clearly something is going on, but for all the supposed "transparency" in our local government, this remains a mystery, at least to the public. I suspect it's actually an open secret, but no-one will report on it.
