Thanks for the article which is well balanced and informative. One note related to funding, Frank Luckino is incorrect regarding availability of state funds. In 2014 Prop 1 provided 510 million dollars for -"The Proposition 1 IRWM Grant Program, administered by DWR, provides funding for projects that help meet the long-term water needs of the state, including:

Assisting water infrastructure systems adapt to climate change;

Providing incentives throughout each watershed to collaborate in managing the region's water resources and setting regional priorities for water infrastructure; and

Improving regional water self-reliance, while reducing reliance on Sacramento-San Joaquin Delta."

Thanks Chris for your comment. The potential funding which Twentynine Palms wants to tap for sewer is specifically for wastewater infrastructure for disadvantaged communities (DACs), from the CA Budget Act of 2021. See for example links below. Note that to qualify for this state funding, project construction must begin in 2024 and complete by 2026:
